		<description>Gary Wexler&#039;s great service here is to draw attention to Prof. Sarna&#039;s  piece which I had missed and just read.  From the historical perspective alone it is great reading and very instructive.  I am not certain that federations will be able to make the jump to light speed, at least not quickly. They must indeed change their model of giving and become less like the United Way (in trouble itself) and more like those &quot;renegades&quot; who are more nimble. Remember the Spanish Armada.  Attention, too, needs to be paid to the Foundations, particularly in the transparency area.  Many (most?) are wedded to giving just that 5% they are required to by the government (although this may be changing). More serious are the issues of not accepting unsolicited proposals and only funding programs to the exclusion of necessary operating expenses.</description>
