		<description>Evaluation is a vital issue that is still neglected in the Welfare Ministry in Israel, which outsources important welfare services to non-profits. A tender is made and a contract is signed for a non-profit to manage a welfare service on a certain budget. And then what? A supervisor from the Ministry arrives periodically to check (subjectively) that everything is running OK. The Ministry does not engage in measuring success of these services, and evidently also does not recognize that measuring success can be a useful management tool for a welfare service. 
Measuring success could help the Ministry to close down places that are not producing adequate results and promote those who are making a difference.
There has been at least one brainstorming session in the Welfare Ministry on this topic (which I attended, 2 years ago) where all the experts agreed that the Ministry should set aside a budget for assessing the success of its services. I still look forward to the day when this happens.</description>
